当前只看可靠执行、安全恢复、持续使用、反馈改进与跨空间复用;参与者数量不能代替这些证据。城市级能力网络是未来方向,运营商在其中是渠道和网络基础设施合作方,而不是独立场景。The current stage measures reliable execution, safe recovery, sustained use, feedback-driven improvement, and cross-space reuse; participant count cannot replace that evidence. City-scale capability networks are a future direction, with telecom operators acting as channel and network-infrastructure partners rather than a scenario of their own.
